Definition: Used to emphasize that something is not very good, pleasant, honest etc even if you consider it in the best possible way.

at worst  

Definition: If things are as bad as they can be.

在最壞的情況下；往最壞處說；頂多；充其量

He's an average actor at best.

他頂多就只是個很一般的演員而已。
