Interim COVID-19 policies

These interim policies were put in place to support providers and international students. They will be reviewed as the COVID-19 situation evolves.

1、Some international students cannot sit an accepted English language proficiency test in person because testing centres are closed due to COVID-19 restrictions. Can we accept the online forms of the tests?

Yes. Providers can accept the online form of the tests listed in the Table to Rule 18 (e.g. TOEFL Special Home Edition, LanguageCert online proctored, IELTS Indicator, OET@Home) as evidence of English language proficiency for international students enrolling in New Zealand and offshore until the end of 2020. Online tests have the same validity period of two years as those sat in-person in test centres.

Providers are required to remain vigilant and continue to verify international students』 English language proficiency while these temporary measures are in place. This includes confirming that online test certificates are genuine and considering if there are additional means of verification, e.g. virtual interviews with students or additional testing in skill requirements for individual subject areas.

We recommend that providers keep good records of their enrolment decisions, should there be any doubt regarding a student’s English language proficiency at a later date.

The original advice from NZQA was that online English language tests could only be accepted for students onshore. How was the extension to acceptance to offshore students communicated?

An email with this update was sent from NZQA to all providers on 10 June 2020. The distribution list included Chief Executives and Quality Assurance contacts selected by each provider through their NZQA TEO login.

Under 『normal』 circumstances, an accepted English language test result must be valid (less than two years old) at the time of enrolment.

NZQA has put in place an interim policy to enable international students impacted by COVID-19 travel restrictions to use their expired English language test result, provided their deferred start date is within 12 months of the date of the original offer of place.

This interim policy was put in place in early 2020 so international students were not disadvantaged by the evolving COVID-19 situation and uncertainty around travel restrictions and border closures. This temporary ability to accept a student’s expired English language test result will be reviewed at the end of 2020.

Providers should verify that an international student’s English language proficiency has not declined over the deferral period, particularly where the language has not been actively used. In situations where there are concerns that an international student’s English language proficiency may no longer meet the minimum requirement, it may be in the student’s and provider’s best interest for the student to sit another English language proficiency test to confirm they meet the minimum English language proficiency level required to succeed in their studies in New Zealand.

International students who are applying for admission must be made fully aware that the ability to travel to New Zealand to take up the offer to study is currently not possible. New Zealand’s borders are temporarily closed to students, and Immigration New Zealand are not processing student visas.

3、Can we accept a test result that is valid at the time we make an offer of place, but expires before the student starts their programme?

An accepted English language test result must be valid (less than two years old) at the time of enrolment. Enrolment begins when a student has accepted the offer of a place and/or the provider has completed the student enrolment process. Providers should keep in mind that English language proficiency can decline and where there is considerable time between enrolment and commencement of study, NZQA expects providers to verify the student’s English language proficiency level still meets the minimum requirement.

4、How long is NZCEL valid for?

NZCEL is a qualification rather than a test, and as a qualification, its recognition is infinite for employment or further study. However, as a test of a student’s English language proficiency, NZCEL has a 2-year validity period in the same way as other tests listed in the Table.

NZQA does not support combining of test scores over multiple sittings (「clubbing」) to meet required English language proficiency standards. The need to club test scores indicates that a student is not yet capable of maintaining the overall level of English proficiency required.

In 2017, NZQA proposed an amendment to Rule 18 to clarify that clubbing of test results is not allowed for any of the tests in the Table to Rule 18. The sector supported this change. However, due to oversight the change was not published on NZQA’s website.

The entry requirements for specific programmes (e.g. teaching, nursing) reflect the English language proficiency requirements set by regulatory bodies responsible for professional registration. These may be different from the requirements set by Rule 18, but they cannot be lower. Students must meet the specific programme entry requirements.

No. Rule 18 sets out the minimum requirements the student must meet for the purposes of study. A student cannot be exempted from these requirements. NZQA and the Teaching Council will be providing further information to clarify the requirements for Teaching programmes.

The Rule 18 change in 2016 specified the types of qualification accepted, and changed the wording from 「in」 specific countries to 「tertiary education providers from」 specific countries.

9、Do the English language entry requirements apply to training schemes?

Yes, the English language requirements also apply to the enrolment of international students in training schemes at Level 3 or higher. This can be found in Part 5 - Rule 13 of the Training Scheme Rules 2012.

Providers are expected to set their own enrolment policies for when a student decides to take a break from their study. Test providers can apply to have their test listed on the Rule 18 table. NZQA’s process for listing additional internationally recognised English language proficiency tests includes consulting with external English language experts, and any changes would be made as part of a wider Rules changes process.
