IUCN九項治理提案線上討論將於12月3日截止 | 綠會國際部分享

2020年10月22日至12月3日期間，關於修訂IUCN章程及其他治理議題的九項理事會提案開放線上討論，旨在針對會員單位提出的修改達成一致意見，以便理事會治理與人事委員會遞交發布帶有修正的版本，在2020年1月27日進行線上投票。

九項理事會提案是：

1. 將次國家政府納入IUCN會員單位(Including subnational governments in IUCN’s membership)

2. 居於屬地的地區理事選舉(Election of Regional Councillors resident in dependent territories) 

3. 設立一個土著人民議員選舉職位(Establishment of an elected Indigenous Councillor position)

4. 修改「區域議員」定義(Modification of the term 「Regional Councillor」 )

5. 改善提案過程(Improvements to the motions process)

6. 委員會在國家和區域委員會的角色(Role of Commissions in National and Regional Committees)

7. 重新接納前國家會員單位的說明(Clarification of conditions for readmission of former State Members)

8. 國家、地區和區域間委員會的設立、運作規則及監督 (Establishment, operating rules and oversight of National, Regional and Interregional Committees)

9. IUCN司庫職責(Functions of the IUCN Treasurer)

2020年10月7日至21日期間，IUCN會員單位對109項提案（其中15項附有修正）進行線上投票，並於11月4日公布投票結果。109項提案均獲通過，其中96項被納為決議，13項被列為建議。綠會重點提出《調整傳統醫藥實現社會和環境可持續性(Adopting Traditional Medicine to achieve social and environment sustainability)》提案，並支持五份全球提案，分別是《兒童和青年在自然保護中的作用(Role of children and youth in nature conservation)》、《野生動物友好型線性基礎設施(Wildlife-friendly linear infrastructure)》、《2020 年後全球生物多樣性框架中的連通性保護和國際合作(Ecological connectivity conservation in the post-2020 global biodiversity framework: from local to international levels)》、《識別、報告和支持其他有效的基於區域的保護措施(Recognising, reporting and supporting other effective area-based conservation measures)》、《減少漁業對海洋生物多樣性的影響(Reducing the impact of fisheries on marine biodiversity)》。

據悉，此次共有729家會員單位參與線上投票（其中62%投票有效），與2016年在夏威夷舉行的世界自然保護大會相比參與度（69%投票有效）略低。
