國際灌排委員會（ICID）主席菲利克斯•瑞恩德爾斯(Felix Reinders)先生接受了採訪。
他說，中國水利水電科學研究院是世界，尤其是亞洲舉足輕重的水利水電科研機構，為保障中國糧食安全發揮了重要作用，為全球其他地區樹立了榜樣。
中國水科院同包括國際灌排委員會（ICID）在內的國際涉水機構聯繫密切，交流深入，是國際水利舞臺上積極和重要的參與者。2011年，中國水科院高佔義教授成功當選ICID主席，這是中國水科院與ICID合作的一個重要裡程碑。多年間中國水科院還為ICID輸送了共四名副主席。在中國水科院的推動和倡議下，世界得以深入了解中國古老的灌溉智慧和先進的灌溉技術。中國的都江堰、靈渠等灌溉工程獲得了ICID「世界灌溉工程遺產獎」，中方主辦或協辦的世界灌溉論壇等多邊活動，成功聚集了海內外水利人才，進行了思想的碰撞。此外，中國水科院作為ICID中國委員會秘書處的掛靠單位，還為ICID在中國的業務發展，如舉辦學術研討會、組織青年人才能力建設等，提供了可貴的資金和人力支持。
今年是中國水科院組建60周年！這是中國水科院回顧歷史、汲取智慧、謀劃未來的大好時機！中國水科院致力於成為世界一流的水利水電科研院所，並為此制定了詳細的戰略規劃。相信中國水科院定能朝著目標不斷發展，衷心祝福中國水科院事業蒸蒸日上，為中國乃至世界的更好明天而奮鬥！
The Institute of Water Resources andHydropower Research is one of the organizations that have excellent relationshipswith the International Commission on Irrigation and Drainage. We've got a longhistory of working together, exchanging ideas, and also receiving tremendoussupport not only from a research base, but also financially. They havesupported ICID in various ways. We are very grateful that IWHR of thecontributions over the years, make it possible for us not only to hostinternational workshops, but also talking to young professionals, trainingthem, providing them with the instrument for taking it further because they arethe researchers, they are the experts for tomorrow.
And IWHR plays a significant role in termsof combining their efforts, in terms of research, in terms of looking atdifferent techniques, different ways of applying water. And we as a group fromthe International Commission on Irrigation and Drainage have the privilege tovisit the research facilities here in China where we were fascinated by theenormity of the work that has been conducted by excellent researchers not onlyin terms of monitoring, not only looking at crops but the engineering aspect. All have played a significant role in terms of meetingfood security in China, and they are an example for the rest of the world.
What was prominent was the candidacy of Dr. Gao Zhanyiwho was elected in 2011 the president of ICID. He brought, as an individual butalso as a part of IWHR, excellent initiatives that were initiated in ICID. Forinstance, the Heritage of the Irrigation Systems that play a significant rolein our history, in country's histories. And of course also the World IrrigationForum that bring together not only high level delegates from countries, butalso some expertise in talking to one another, exchanging ideas, and thereforealso making a difference in irrigated agriculture.
The engagement of IWHR with ICID is ofgreat importance and is at a very high level. There are many organizations thatwe have relationship with, and they are all important to us. IWHR plays asignificant role, especially in Asia, in bringing together nations with thetrainings they have hosted. Four years ago, one of my great colleagues attendedthat, and through the interaction with and support of IWHR, the training was ahuge success. Those are the top level of cooperation and contribution, which wereally appreciate.
IWHR is of great importance not only forChina but also for the great Asian in terms of establishing linkages, excellentresearch, and transferring that knowledge.
I learned that this year IWHR iscelebrating its 60th birthday. It is a milestone for anyorganization, in terms of looking back at what have been achieved, but alsolooking forward to what needs to be done. We are facing huge challenges interms of water, resources, human capital, food security, and IWHR has atremendous role to play going forward. As president of ICID, I would like tocongratulate IWHR for its 60th birthday. May they go from strengthto strength! Congratulations, IWHR!
If one goes forward in any organization,you must have a clear vision, which is set out to direct everyone to go forward.ICID has the vision for 2030, alleviating poverty and hunger in a water freeworld. I believe with the support of IWHR we can achieve that. IWHR demonstratesover the years how they are committed to the betterment of everyone, not onlypeople in China, but also the organizations they are working with, includingICID. We trust this cooperation will continue, and hand in hand we will supplywater in the right way in the right place and enhance food security for all.

主要業績包括：作為主要作者編寫了南非新水法框架下的《農業節水與需水戰略》；主持有關中心支軸式噴灌機滲透計的研究，並獲得該領域的國際認可；編寫《南非國家農業地下排水設計指南》；建立田間灌溉系統效率測試實驗室；制定並檢驗了優化灌溉管道直徑的經驗公式等。
