2007年，做了4年FBI反恐審訊的Dan Jones接受參議員Feinstein的委託，展開了對CIA在911事件後對被拘留者執行的極端審訊的調查。調查發現，CIA委託的顧問公司對被拘留者施行了慘無人道的審訊方法。被極端審訊者有119名，其中多人死於非命。而CIA在2008年已經確認了極端審訊方法的無效性並禁止其工作人員使用此方法。CIA還在自己的工作報告中承認，至少四分之一的被極端審訊者甚至不應該被拘留。參議員要求Dan將整個過程總結成400頁的報告，用於向公眾發布。
在調查和爭取報告公布的過程中，經歷了無數CIA，議會和白宮之間的利益博弈明爭暗鬥。報告最終於2016年發布。
看這部電影，我被女參議員Feinstein圈粉。她集中體現了Greater leader的所有優秀品質。
（PS: 我寫這部電影的觀後感，基於一個正面角度。我認為，討論陰謀論黨派鬥爭沒有特別大的現實意義。）
高尚的道德觀和價值觀
我把最重的篇幅放在這一點，以我淺薄的認知，我發現能被下屬死心塌地或者真心實意追隨的，最終都歸結於Leader在大是大非前的道德品質和細微之處展現的價值觀，是積累起來的經得住推敲的敬重。
事件的關鍵點，是CIA在911事件後採取的新的審訊方式（enhanced interrogation）。這種新的審訊方式只有被證明有效，也就是能從被審訊者處獲得阻止恐怖襲擊的有用信息，才是合法的。但因為它其實是無效的，而CIA卻採取並堅持使用這種方式，最終本末倒置。CIA為了維護自己行動和決策的正當性，編造謊言證明新的極端審訊方式有效。
很多人認為，無所謂有不有效，CIA只要是為了阻止恐怖事件再次發生的所有行動就都是合理的。「You know, Dan, a lot of people in this country felt the CIA was justified in doing whatever they had to do to keep us safe.」
比如，CIA的女工作人員在餐廳和Dan Jones的對話：
女CIA: "You and that report are garbage. You weren’t there, so you don’t know what worked and what didn’t or what we were up against, you may not realize, but we were trying to protect this country from people who want to destroy everything we believe in. "
Dan Jones: "You may not realize it, but we are trying to do exactly the same thing. 」
在白宮幕僚長登門拜訪幫總統辯解，試圖大事化小，小事化了。
參議院Feinstein說：「Maybe the way to solve the problem is to hold people accountable. Do you ever wonder why history repeats itself? Well, I think maybe it’s because we don’t always listen the first time. The question we are asking is not whom to blame but who is going to clean it up? So let’s do that.
仇恨和恐懼 vs 底線和良知。參議員堅持守住底線和良知。

「Over the past six years, a small team of investigators pored over more than 6.3 million pages of CIA records to complete this report.
It shows that the CIA's actions a decade ago are a stain on our values and on our history. The release of this 500-page summary cannot remove that stain, but it can and does say to our people and the world that America is big enough to admit when it's wrong and confident enough to learn from its mistakes. Releasing this report is an important step toward restoring our values and showing the world that we are, in fact, a just and lawful society.
There are those who will seize upon the report and say, "See what the Americans did?" And they will try to use it to justify evil actions or to incite more violence. We cannot prevent that. But history will judge us by our commitment to a just society governed by law to face an ugly truth and say "never again."
而另一位參議員的發言完美回答了人們的質疑：
「 At the end, torture’s failure to serve its intended purpose isn’t the main reason to oppose its use. This question isn’t about our enemies, it’s about us. It’s about who we were, who we are, and who we aspire to be. It’s about how we represent ourselves to the world. Our enemies act without conscience. We must not. 」
「問題的關鍵是我們自己，我們曾經是怎樣的人，現在是怎樣的人，以及我們期望想成為怎樣的人。蒙蔽良知，我們和恐怖分子沒有區別。」
聰慧：
參議員Feinstein的領導力，還在於快速看穿問題本質和抓住博弈關鍵點的能力上。比如幾次關鍵提問：
§ 「你是在指控CIA殺死了被拘留者？」
§ 「如果waterboard（極端審訊的其中一個方法）有用的話，為什麼要在一個人身上用183次？」
§ 「美國的納稅人付了這個諮詢公司多少錢？」「超過8千萬美元。」
在Dan有意洩露了CIA對特殊審訊方式的內部調查報告之後（CIA內部的報告Dan本來是沒有權限獲取的），她對Dan說：」if I wanted the public to know about the Panetta review (CIA的內部報告） I would have told them myself…..if it was a whistle-blower, you may have just exposed them. Not to mention yourself. 「 Dan鋌而走險，但也很有可能使得CIA藉此機會以反間諜法終止調查，並將自己置於危險之中（有可能判超過20年的監禁）。這是參議員一直沒有公布這份CIA內部報告的原因。
果然，CIA借Dan洩露CIA內部的調查報告，而要求馬上終止調查並取消Dan的職位。Feinstein反將CIA一軍，「John, are you saying that you broke into the computer system of the United State Senate?」 因為，CIA進入參議院工作人員的系統並監察參議院的工作信息是更大的隱患（CIA有可能成為斯*大*林時期的克*格*勃 。）
最爽的對話發生在CIA被指控侵入參議院電腦系統後，白宮幕僚長來到Feinstein參議員的家裡滅火。
幕僚長說：「Senator, the people at the agency - they have families. There are children who might lose a parent. 「
Feinstein說：「Years ago, some radical group put a bomb in the flower box outside of my daughter’s bedroom window, right out here. Had it been any warmer out, it would have exploded. And then there were the times that I found Harvey Milk shot to death in his office. I think I’m aware of the risk of public service. 「
潛臺詞是，別跟我來這套，老娘是被嚇大的。
擇時
再怎麼意志堅定也需要審時度勢。
CIA在媒體上聲稱是對被拘留者的新的審訊方式使他們獲得了抓捕本*拉*登的關鍵信息，與事實大相逕庭。參議員打電話 「this is a crucial moment in our nation’s history. I want to make certain that the Agency isn’t manipulating it to sanitize their own past actions. 「 秘書說會將參議員的擔憂轉告給相關人士。參議員顯然對這個官方答案失望，但沒有再堅持，她知道在那個時刻無法得到白宮的支持，因為總統剛剛在CIA的支持下獲得連續參選下屆總統。
國務親打電話要求延遲報告的發布，因為有可能會對打擊ISIL的聯盟產生負面影響，大使館可能會受到攻擊，人質可能被殺害。她決定延遲報告的發布。
擔當和堅持
前文提到，在調查和爭取報告公布的過程中，經歷了無數CIA，議會和總統之間的利益博弈明爭暗鬥。
在CIA和白宮的雙重阻力下，她堅持不妥協，最終使得報告公之於眾。
在和CIA負責人的對話中，Feinstein參議員據理力爭，要求CIA給Dan Jones相關信息和資源的獲取權。
在篩選什麼信息被納入進報告，她不懼實名。
在CIA給了Dan Jones謊話連篇的爭辯後，叫停CIA和Dan的對談。
當Dan的報告80%被black out，Feinstein和白宮幕僚長據理力爭要求公布人名和地點等關鍵信息，否則這份報告毫無意義。
在白宮會議上，Feinstein提出討論虐囚報告的發布。幕僚長說：「Let’s just think, how many countries there are in the world where a report like this could even get done.」 潛臺詞是：各位知足吧，能讓這樣的報告出爐已經證明了我們國家的偉大。
Feinstein回說：「I would like us to be more than the country that did the report. I』d like us to be the country that made it public. And that is what I intend to see happen. 「
我想，這也是為什麼，在報告有可能不能公之於眾，而Dan有機會將自己的報告交給紐約時報登載的時候，選擇了相信參議員和自己工作的意義。
識人
Dan的工作，在無窗的地下室為辦公室。這本來只是1年的工作，但到報告發布時，持續了6年。沒有約會，沒有周末，工資微薄。不討好還極端危險惹人恨。
Feinstein能選擇Dan從事這項艱巨的工作絕非偶然，一定有她慧眼識人的原因。比如她的秘書，也是極端聰明且忠心耿耿。
雖然只是配角，在這部2小時的電影裡出現不超過15分鐘，但所有觀眾都看得出來參議員Feinstein才是酷刑報告能公之於眾的最關鍵人物。
所以，Great Leader都是不需要站C位的C位。
