Signlanguages are crucial means for an individual to express oneself, connect withothers and participate in all aspects of economic, social, cultural andpolitical spheres. Their use is also critical to ensuring access to informationand services, including during emergencies, and to realizing the human rightsof the more than 70 million deaf people around the globe. Early introductionand quality inclusive education in sign language are essential for their fulland effective participation, as guided by the Conventionon the Rights of Persons with Disabilities.
手語是個人表達自我、與他人聯繫、參與經濟、社會、文化、政治領域各個方面的重要手段。使用手語對於確保日常並在緊急情況中獲得信息和服務、對於實現全球7000多萬聾人的人權,也同樣至關重要。以《殘疾人權利公約》為遵循,儘早推出手語和高質量的包容性教育,是聾人實現充分、有效參與不可或缺的條件。
ThisInternational Day recognizes the importance of sign languages for achieving theSustainable Development Goals andfulfilling its core promise of leaving no one behind. It also offers anopportunity to support and protect the linguistic identity and culturaldiversity of all sign language users.
今年的國際日認識到,手語對於實現可持續發展目標、兌現不讓任何人掉隊的核心承諾十分必要。今年的國際日並為支持和保護所有手語使用者的語言特徵和文化多樣性提供了機會。
