由國際社會聯盟主辦的「2015年度重大課題---人類命運共同體研究項目」暨「人類幸福保障工程成員命運共同體發展項目」啟動會，於2014年12月23日在北京隆重舉行。這一啟動會議的召開，標誌著在全球將掀起人類命運共同體的研究與發展的歷史潮流，人類命運共同體的研究與發展將開啟人類邁向文明幸福的新時代。
2014年12月23日下午15時，本次啟動會於北京國際飯店正式揭開帷幕，數十個國家使節，數十位政商及社會各界人士以及十多家國際權威媒體共計100餘人光臨會場，向國際社會聯盟關於人類命運共同體研究與發展項目的啟動表示了極大的支持。啟動會上，人類命運共同體的研究與發展理念，牢牢抓住了人類現實發展和可持續發展的時代脈搏，這一項目將為未來人類解決發展中的複雜難題提供可操作的兼顧人類各方利益的理論保障與實踐方法。
人類命運共同體的核心思想是：人類在追求自身利益時兼顧他方合理關切，在謀求自身發展中促進人類共同發展。人類只有一個地球，共處一個世界，應以人類命運共同體意識促進國家間、民族間、地區間、企業間、家庭間、個人間的和諧互助、共生共利共榮，以人類文明幸福發展的可持續為使命，建立起社會利益互惠機制。人類命運共同體是人們在共同條件下結成的最具同心力的集體，也是人類獲得文明幸福及可持續發展的保障。
人類命運共同體的概念在18世紀就有雛形。18世紀法國啟蒙運動的代表人物盧梭就提出了共同體這一概念，後來英國資產階級思想家洛克在《政府論》中就主張共同體，德國古典社會學家滕尼斯專門論述了《共同體與社會》。人類在共同體探索實踐中，歐洲聯盟的共同體機制與成功實踐，將共同體理念發展成為了人類文明進程的客觀真理，譜寫了人類探索文明社會進程的新篇章。21世紀今天的人類，隨著經濟全球化的深入與廣泛，人類個體和社會群體間的交流、交融與交易呈現出你中有我、我中有你的新常態。在這一歷史背景下，如何在追求自身利益時兼顧他方合理關切，在謀求自身發展中促進多方共同發展成為了新的歷史命題，歐洲聯盟的共同體成功經驗正在影響世界。2012年秋天，中國政府將「人類命運共同體」思想在十八大報告中公開提出。習近平就任中國國家領導人後，每次會見他國領導人時都表示，國際社會日益成為一個你中有我、我中有你的「命運共同體」，面對世界經濟的複雜形勢和全球性問題，任何國家都不可能獨善其身。因此，人類命運共同體探索與發展，正在從歐洲時代邁向21世紀的全人類，在2013年及2014年的APEC會上、東協會上、G20會上，包括聯合國會上，「人類命運共同體」發展思想已強烈的變成了全球共識。
國際社會聯盟作為全球化視野下的、致力於人類文明幸福發展的可持續的集國際智庫研究諮詢、世界合作平臺服務、人類幸福保障工程於一體的全球事業機構。自2010年成立以來，在全球160多個國家間，以中立、公正、公開原則，弘揚人類共同價值觀及和諧共榮精神。在關顧各國利益、促進人類文明幸福發展的可持續探索中，與各國政商及社會各界廣泛深入交流與合作，從理論到實踐、從現實到長遠、從宏觀到微觀，傳遞出人類共同價值觀。於2014年主持研究了「以綠色、智能經濟為核心的第三次世界經濟革命」重大人類發展課題，從若干個維度將綠色、智能經濟為核心的第三次世界經濟革命的理論與實踐研究升華為政策性強、操作性強、針對性強、適應性強、時代性強、可持續性強的未來人類千年發展綱領，將對各國經濟社會的轉型與升級產生深遠的影響，具有劃時代的意義。
這次啟動的人類命運共同體研究與發展項目，同樣具有劃時代意義。與會者一致認為人類命運共同體的研究與發展，是人類自我發展中的由人類共同創造出來的精神財富，這一精神財富將更加廣泛的開啟人類物質財富和社會財富的互惠時代和可持續時代。是人類真正實現文明幸福發展的可持續機制和保障。到會的各國嘉賓代表在發言中均對「人類命運共同體」項目的研究與發展探索給予了崇高的評價並發出了共鳴，表示人類命運共同體機制將會在國家層面進行政策性探索。10多家國際媒體代表更是從新聞的層面上升到歷史責任的層面解讀「人類命運共同體」的核心思想。總之，人類命運共同體這一重大項目的研究與發展，將會重建未來人類價值體系，促進人類朝著和諧融合、交互關切、體諒包容、互助互利、共生共榮共贏的文明社會飛躍。
Research and Development of the Community of Human Destiny Unveils a New Era of Human Civilization, Happiness and Development
On December 23rd, 2014, the launching ceremony of the Research Program of the Community of Human Destiny, a Major Subject of 2015 and the Development Program of the Community of Destiny for All Members with the Program of Ensuring Human Happiness the International Social Union played host to, commenced in Beijing. This launching ceremony represents a historical trend in the research and development of the Community of Human Destiny around the globe which will mark a new era of human civilization and happiness.
The launching ceremony was officially held in Beijing International Hotel at 15:00 on December 23rd, 2014. There were more than 100 guests present at the ceremony, including a dozen envoys fromforeignembassies in China, a dozen figures from governments, business communities and all sectors of society as well as a dozen of international authoritative media, showing great support to the International Social Union on the launching of the Research and Development Program of the Community of Human Destiny. At the ceremony, the concept of the research and development of the Community of Human Destiny grasped the pulse of the time, i.e., the current and sustainable development of mankind. This program will provide exercisable theoretical guarantee and practice methods that take the interests of all parties into account to solve the difficulties and problems in future development.
The core idea of the Community of Human Destiny is for people to pursue personal interests while taking into account other people’s justified concerns and promote the common development of humanity during the process of seeking personal development. With only one earth, people live in the same world. Therefore, we should facilitate harmony, mutual assistance, co-existence, common benefit and shared prosperity among countries, nations, regions, enterprises, households and individuals while bearing in mind the concept of the community of human destiny and build a reciprocal mechanism of social benefits while committing ourselves to the sustainability of human civilization, happiness and development. The Community of Human Destiny is not only the most united group created by people under the same conditions but also the guarantee for people to secure civilization, happiness and sustainable development.
Early in the 18th century, the concept of the community of human destiny began to take shape. Jean-Jacques Rousseau (June 28th, 1712 to July 2nd, 1778), one of the representatives of the French Enlightenment Movement in the 18th century put forward the concept of community, which was later mentioned in Two treatises of Civil Government by John Locke (August 29th, 1632 to October 28th, 1704), a British bourgeois ideologist and specially discussed in Community and Society by Ferdinand Tnnies (July 26th, 1855 to April 11th, 1936), a classical sociologist in Germany. In the exploration and practice of community, the mechanism of community and successful practice by the European Union succeeded in translating the concept of community into an objective truth in the progress of human civilization and wrote a new chapter into the process of exploring a civilized society for mankind. For people in the 21st century, with the economic globalization going deeper and wider, a new normal has emerged in the communication, integration and transaction between individuals and social groups who are inseparable from each other. Under this historical background, how to pursue personal interests while taking into account other people’s justified concerns and promote the common development of multiple parties during the process of seeking personal development has become a new historical proposition. The successful experience of community in the EU is exerting its influence on the world. In the fall of 2012, the Chinese central government publicly put forward the theory of the Community of Human Destiny in the report of the 18th National Congress of the CPC. Xi Jinping, after taking the office of the president, indicated each time when he met with his foreign counterparts that the international society is increasingly becoming a Community of Destiny in which you and me are inseparable from each other and in the face of the complex situation of the world economy and global issues, no country can stay out of them. This shows that the exploration and development of the community of human destiny is heading from the European age to the whole humanity in the 21st century. At both the 2013 and 2014 APEC summits, the ASEAN meeting and the G20 summit as well as the UN conferences, the development theory of the Community of Human Destiny has overwhelmingly become a global consensus.
The launching ceremony of the research and development program of the Community of Human Destiny also bears epoch-making significance. Participants of the ceremony agree that the research and development of the Community of Human Destiny is the spiritual wealth created by the whole mankind during the process of self-development, which will open a win-win and sustainable era of material and social wealth for mankind in a more extensive manner. It can serve as a sustainable mechanism and guarantee for genuinely realizing human civilization, happiness and development. In their speeches, distinguished guests and representatives talked highly of and sympathized with the research, development and exploration of the Community of Human Destiny program. According to them, the Community of Human Destiny mechanism will be explored as a policy at the state level. Representatives from a dozen international media interpreted the core idea of the Community of Human Destiny from the perspective of historical responsibility instead of only releasing a piece of news. In conclusion, the research and development of the major program of the Community of Human Destiny will rebuild the value system for future humanity and contribute to the development of a civilized society characterized by harmonious integration, interactive concerns, consideration, inclusiveness, mutual assistance, mutual benefit, co-existence, shared prosperity and win-win outcome.
