日前 ，市、省兩級人大常委會審議通過並正式頒布《無錫市不動產登記條例（修正案）》，修正後的《無錫市不動產登記條例》（以下簡稱「新《條例》」）已於2021年1月1日施行。
據悉，無錫是全省首個頒布不動產登記法規的地級市。新《條例》旨在進一步保障不動產權利人的合法權益，體現了以人為本、登記便民的服務理念，並從優化不動產登記營商環境，使群眾辦事更加省時省力的角度出發，明確了核發的電子證照效力，調整了不動產登記的公告期限及受理時限，精簡辦證材料。

不動產登記是指經權利人或利害關係人申請，由國家專職部門將有關不動產物權及其變動事項記載於不動產登記簿的事實。作為物權公示手段，不動產登記本質上為產生司法效果的事實行為而非登記機關的行政管理行為。
《中華人民共和國民法典》規定
Article 209 The creation, alteration, transfer or extinction of the property right shall become valid upon registration according to law; otherwise it shall not become valid, unless otherwise provided for by law.
第二百零九條 不動產物權的設立、變更、轉讓和消滅，經依法登記，發生效力；未經登記，不發生效力，但是法律另有規定的除外。
Registration of ownership of all the natural resources which are owned by the State in accordance with law may be dispensed with.
依法屬於國家所有的自然資源，所有權可以不登記。
